Because Paul's so keen to get this feature in to MyPortfolio, I was asked to have a look at how much work there's going to be to merge it in with the latest Mahara code.  I ended up writing a ton of comments, so decided to post them up on a new thread:

Hello,

In recent developments, funding from the NZ Ministry of Education for isolated institutions was taken off the priority list after further discussions that Paul had over the last months.

Just adding my bit in here. We funded some further investigations and found that bringing this functionality in to core, along with the modifications re quesroed, was tooexpensive to justify and complex to maintain. The call was made the MoE funding would be better utilised for other changes. Sorry for any disapointment.
