We are finding that the "Edit group membership" popup page is all messed up. Search for a user and then click "edit group membership". A popup appears with a bunch of adds and invites. The group names don't wrap and run over the top of each other. See attached example. 

The theme selected doesn't seem to matter. This is with Mahara 21.04. Is this a known issue or is something wrong on my site?

Hi Howard,

That does not look good. Thank you for pointing this out. I created a bug report for this issue. If you'd like to give it a go at fixing, please do so.

As a workaround, you can go to a person's profile page and invite them or add them to a group there or go to the group directly and search for people there to invite or add.
