Is there anything in core Mahara or available in a plugin that can allow the foreground/background colours to be changed. 

We have had a request from a user who has difficulty reading the pages in the standard colour scheme.

Hi Howard,

Currently, you can change the colours via the theme, but not for an individual person. Can you please let me know which theme is causing problems and which version of Mahara you are on? Recently, we reviewed colours for their accessibility to meet colour contrast AA standard, and we are interested in improving that if it's still needed with a bit more specific information to know exactly where the problem lies for your learner.

If it is around colours rather than constrast and one theme were better than another, then you could allow learners to select their own theme. It's a config.php variable.
