How can I deactivate the function that admins of institutions can login as a user?

Hi Andreas,

There's no switch to achieve that. Who do you want to prevent from logging in as admins? Is it possible to restrict the number of people who have that permission? For example, you don't need institution admins, but can leave all the admin tasks to a site admin and only set up institution staff to have some more permissions than regular people.

Or do your institution admins still need to be able to access all the other admin functionalities?

We do have the possibility to inform people about the masquerading so they know when an admin is logging in (Moodle does not have that to my knowledge). You can find that setting in the site configuration screen in the "User settings".

Mahara roles are mainly hard-coded and thus it's not easy to remove or add single permissions.

Admins of institutions should be able to put teachers in the group "institutionstaff" so that they have some more rights eg to create groups with more rights.

But institutionadmins should not have the right to masquerade.

Thanks for the info, Andreas. You'd need to make a code change to remove the masquerading permission in that case. There is no switch to do that.
