Failing to upgrade from 16.04 to 17.04.10

I am trying to upgrade Mahara from 16.04 to 17.04.10 so I can then upgrade to 19.04 but keep getting an error 

Mahara: Site Unavailable

A column of your database is using a collation that is not the same as the database default. Please ensure all columns use the same collation as the database.
 
I to apply the following patches -
 

8160

8988

8252

 

But this hasn't helped - looking at a sql dump of the file all tables in the database show CHARSET=utf8 

 

Any ideas?

Hi Frank,

Did you check that it's the same as for the database altogether? When I look at my Postgres database, I see that the encoding is UTF8 and the collation is en_NZ.UTF-8. The error you posted suggests that there is a collation mismatch.

An online search found a very old blog post that deals with this issue. The individual steps may have changed with more recent versionso f MySQL, but hopefully it'll be useful overall.
