Upgrade failed 16.04.2 - 16.10.4

I have upgraded upgrade upgraded and tested tested tested an upgrade of Mahara 16.04 - 16.10 on my testing server which is a snapshot of my production sever but a semester older.  I had the upgrade happening without any problems and was ready to roll out to production tonight.

I set up the same files for upgrading the production server and  it gets as far as installing core and fails fairly quickly.  I am gutted.  Suggestions on where to go from here would be greatly appreciate (keep in mind I keep this service running without a budget - its just me).  Any suggestions on where I might begin to find clues as to where it went wrong would be greatly appreciated. (please no sarcastic comments about Windows, I work within the confines of my work and have been running Mahara without any issue since 1.8)

I am running Mahara 16.04 on a Windows server 2012, IIS 8.5, PHP7 and MySQL 5.5

Hello Narissa,

Can you please take a look into your error log and see if there is anything? Also, what do you see on the upgrade screen? If it fails, then there should be some warnings directly on that page.
