Issue with Sharing Collections

I have received a few complaints about users (students) sharing their collections with faculty members but the faculty members cannot view them. I have tried a few things like making the collection public and fixing the chron job (which shows up as not running) under administration. We are running version 16.04.2. I am at my wit's end with this issue. I thought it might be the template the students copied from but I copied it and shared it with a co-worker here and it works. This issue has affected a handful of users. I am not sure how to proceed. Any suggestions would be greatly appreciated.
