can someone tell me where the setting are that control this? (mahara 1.7)

Hi Teresa,

On the group's config page (i.e. the "Edit" button for the group), if you're a staff member or admin, you'll see a control labelled "Allow submissions". That's what determines whether or not members of that group can submit pages to that group.
