How do I bulk move users to another institution?

...where I have multiple institutions permitted. 

I can select a list of users in an institution but I cannot bulk move them. The problem is that many of them will be in multiple institutions so those users kill the move (I get an error message).

Is there any way to do this? Essentially I wish to remove an institution and move all it's users somewhere else. However these multiple institution people are a bit of a problem.

Thanks - In light of this I'm going to update my question...

"How do I completely delete an institution with many thousands of users and move all the users to a different one?". The little extra is that they both have external authentication (the same LDAP server) and I don't want anybody getting emails about passwords.
