I like 'Administration' for both. Institution and site admins should be able to handle that.

Any plans on re-working the general user navigation?

Hello Dirk,

No, we haven't planned on reworking the "normal" user navigation. If you have any suggestions, please open a new thread. Only admin navigation changes are going to be in 1.6. All the rest can earliest be made for 1.7.
