The categories would be good to be defined and visible at an institute level - (not sure if this is) - otherwise there could be lots of categories created by different institutes. Groups are normally created around courses which are institute specific.

I am not sure if users should define group categories - users may not be members of enough groups to make this worthwhile and it could make the categories unstructured.

The categories feature would be good to have for views - eg you could have a category for the year at school and then filter by year. View tags could do this at a user level but having categories would create this at an institute level.
