HTML block is no longer deletable

We have a user who is now no longer able to delete a HTML block that they added to their portfolio page. They can view the block that has been added to their page. They are able to go into edit mode for the page, but clicking on the delete button does nothing.
I've looked in the database at the view table, the artefact table and the block_instances table and can't see any issues with the data in those tables.
I can see from the web inspector a div with an id of "user_core-js-error-dialog-overlay" displayed over the HTML block. This div is empty. I assume it should have an error message in it. Deleting this div in the web console allows access to the delete button underneath.
Could anyone explain what is triggering the error div to be added to the HTML block? I can then advise users to not do whatever is triggering the error.

Hi James,
Can you replicate this issue, create an HTML block and find that you can't delete it, or is it a one-off?
What version of Mahara is this?
Are there any console errors?
