Is it possible to create a view that all members of a group can edit? I want to create a view for my class to add their painting images to. An online Gallery.

Yes - views created within a group can be edited by any member of the group. Go to the 'views' tab on a group page and create one to get started (e.g., don't create it from within "My Portfolio").

It's not a plugin, you should be able to see a 'Views' tab in the group pages. Like you can see it on Mahara.org while writing forum posts ;)
What version of Mahara are you using?
