Looking at the Mahara database there are lots of tables with config in their name. i.e.
public.mahartefact_config public.mahauth_config public.mahauth_instance_config public.mahblocktype_config public.mahconfig public.mahgrouptype_config public.mahinteraction_config public.mahinteraction_forum_instance_config public.mahnotification_config public.mahsearch_configWhich of these tables contains the openssl related fields please?

Please ignore the last posting as I've just answered my own question!
It was the mahconfig table that contained all the ssl options

I was able to get Mahara to regenerate the key by using phpPgAdmin to completely delete the following entries in the mahconfig table:
openssl_generations
openssl_history
openssl_keypair
openssl_keypair_expires
Once these entries had been completely removed I was able to login to Mahara as administrator and the appropriate entries were regenerated along with a new key :)
It was then necessary to re-enable Moodle/Mahara networking from within Moodle.
