I have similar problem.

XAMPP 3.2.1 ; Mahara 1.8.1

I tried to change the site name in httpd-ssl.conf as below

General setup for the virtual host
DocumentRoot "D:/XAMPP/htdocs/dev/mahara"
ServerName mahara:443
ServerAdmin admin
ErrorLog "D:/XAMPP/apache/logs/error.log"
TransferLog "D:/XAMPP/apache/logs/access.log"

But i still get the error. Apache error log is as below.
