Hi James,

We encountered the same problem. Kristina has kindly looked into this again and here was her reply to me:

It seems that site administrators cannot see the Badges menu item when
they aren't in an institution. That's a bug because site admins need to
be able to see everything.
 
So: Please add yourself to an institution and you should be seeing the
menu item in Admin -> Institutions.
