Personally, I think that Mahara follows expressively the rule of an ePorfolio management system. If you read the literature about ePorfolio or portfolios en general, you will notice that despite the number of definitions and nuances among them, a few constants point out:

  1. A portfolio foster authentic trace of students' learning
  2. A porfolio is a private area where students can choose who, how, what and when others (including teachers, administrators, curators and tutors) can see of their ePortfolio
  3. ...

So I think that having the ability to "connect as" a user is already giving administrators very high right on a student private area.

In the other hand, I understand that is sometimes annoying when an admin has to fix something... But in this, ePortoflios are different than VLEs (such as Moodle).
