The html export as a web site is not really as good as the view you get from Mahara. The functionality is there but not the quality of look and feel. Is there some way of improving this?

IANAE and consequently this might be a silly idea, but is it not possible to have some kind of leap "wrapper" that improves the look and feel of html exports.

I agree. By me, the export to HTML always use a palin "raw" theme instead of the theme I have selected. I have placed a bug/feature request in the tracker. You can vote for it if you find this will be useful to change this behaviour.
