Tertiary Organisation?

I don't quite understand what a tertiary organization (pardon the American spelling) is. Would this be a college or undergraduate university? I'm curious about this. Please do tell.

In New Zealand:
Primary: five years old - 10
"Intermediate": 11-12 (there are some schools designed just for this age bracket)
Secondary: 13 - 17
Tertiary: Beyond 17, optional study. E.g. University (which is american 'College'), Polytechnics.
