Could not generate a new SSL key

Could not generate a new SSL key. Are you sure that both openssl and the PHP module for openssl are installed on this machine?

Ok, I know there are other forum topics out there on this error, but I've tried EVERYTHING everyone else has posted and  that I can find on this forum or in Google searches with no luck. I'm posting here with the Apache error message hoping someone can shed some light. We have a legit certificate on the server, openssl.cnf, php.ini, httpd, httpd-ssl, environment variables etc. all seem correct. The .dll are installed, apache and php configured to use them.

Any help would be greatly appreciated!

WAMPServer installation
Windows 2008 R2 Enterprise x64
PHP 5.3.8
Apache 2.2.21
MySql 5.0.8
Mahara 1.4.1

The referer below was changed from the correct ulr to "xxx" just for posting (I don't have "xxx" set as my server anywhere.)
