I realize your post is several months old, but if you are still interested in installing Mahara on HostGator we can help you.
I have several Mahara sites running on HostGator Shared Hosting:
linx Ver. 15.04.03
dsde Ver. 15.10.0
There are some very specific details that need to be set to make Mahara work on shared hosting and they are:
In most cases we have found that loading a pre-configured copy of Mahara supplied by a software provider is counter-productive because these versions are usually non-upgradeable and limit you to the options they want you to have.
We always suggest you install any software totally from scratch and configure it yourself, it might be a little more complicated but in most cases the end results are much better.
Please let me know if we can help you in any way...

]]>Sorry to read that you have problems installing Mahara on HostGator. It is not the easiest to install Mahara on a shared hosting such as that as we don't have sufficient experience to make it work easily on sites that are more point and click. You could try to install Mahara via http://www.softaculous.com/ as that offers an auto-installer for Mahara.
The link to your community doesn't take me to a Mahara site. I suspect it's still something on the HostGator setup that is missing to make it work properly.

I don't know if this will help or not but I took a screen shot of what I am encountering during an install attempt.
It seems to just get stuck here.
Then, after like ... an HOUR I give up on the install and go back to http://www.euro-list.com/community and that is where I see all sorts of errors and it seems like it is already logged into the admin area.
I don't know what to do.
Does anyone have any ideas?

Take a look if you think you can help.

Ok, I've discovered that the php.ini file is actually outside my root folder on my server. The problem now is, there is still no php.ini file. Actually there is only an etc folder. No php5\ etc....
]]>Now the only error I get is this one...
Where is php.ini located?
]]>From your initial post it looks like you were trying to set up Mahara to use a postgres database.
However, looking at HostGator, it looks like they provide access to a Mysql database.
Can you try connecting to a Mysql database instead? In you Mahara config.php file
change the $cfg->dbtype to equal 'mysql'.

]]>Impressive... Most Impressive...
I am actually trying to install it on an apache web server. I think. It's a shared hosting account with HostGator.
I had it installed in early 2014 for a while and I can't remember why I uninstalled it. Since I had it installed before I am surprised that I am having trouble reinstalling it but, maybe things have changed since then.
]]>The location of your php.ini file will depend on your operating system.
What operating system are you using?

]]>My problem is there is no /etc... folder. So where is the php.ini file exactly?
I also get this error when I try to run the installer:
